Lee founded Gallivan Consulting Inc. in 2015 after 42 years with the Federal Highway Administration (FHWA) involved in multiple aspects of highway construction related to asphalt materials design and construction. Specific areas of involvement included the advancement of Intelligent Compaction Technologies for soils and asphalt materials, in-place recycling programs, material recycling, and asphalt material forensic activities for states and local governments.
As the lead technical manager for FHWA, his efforts included multiple national and international programs related to Intelligent Compaction and the development of performance specifications using the technology. Specifically, his work included the introduction of IC technology in the States by managing two national research efforts that brought the technology to the states by providing real time understanding of the meaning and use of the IC data. Lee was instrumental in hosting three regional IC workshops showcasing the technology and developing the initial specifications for agencies.
With Lee’s assistance AASHTO developed initial standards (PP 81-14) for use on Soils and Asphalt materials which lead to further assisting the States with the development of performance specifications using Intelligent Compaction technology.
Lee has made 50+ presentations throughout the US and Internationally on Intelligent Compaction, Quality Assurance Programs, Recycling of Materials, Reclaimed Asphalt Pavements (RAP), Reclaimed Asphalt Shingles, Reclaimed Rubber, and various Slag products as well as HMA and WMA materials. His background also includes coordination with and the advancement of In-Place Recycling Technologies: Cold In-Place (CIR), Cold Central Plant Recycling (CCPR), Full Depth Recycling (FDR) and various Hot In-Place Recycling (HIR) Programs including co-authoring the 2014 Basic Asphalt Recycling Manual (BARM) with ARRA.
Lee is a member of the Association of Asphalt Paving Technologists (AAPT), International Society of Asphalt Pavements (ISAP), Canadian Technical Asphalt Association (CTAA), Asphalt Recycling and Reclamation Association (ARRA), American Association of State Highway and Transportation Officials (AASHTO), International Intelligent Construction Technologies Group (IICTG) and the FHWA Expert Task Groups (ETGs). He has authored or co-authored over 50 reports that include 30+ Peer Reviewed Research papers for the Transportation Research Board (TRB); Association of Asphalt Paving Technologists (AAPT); and FHWA on Intelligent Compaction, sustainable Pavements, Warranties, and SuperPave Implementation, IC Data Management, Warranties, and Cold Planing best practices and Construction and Building Materials Journal on Intelligent Compaction.
Lee is currently providing support for AASHTO in the national implementation of SHRP2 R07 activities that includes Performance Specifications using IC. He is also the Chair of Transportation Research Board (TRB) AFH60 Committee on Asphalt Pavement Construction and Rehabilitation. Lee graduated from New Mexico State University and has been a registered Professional Engineer since 1978.
